Removes the prohibition on public employers authorizing or administering payroll deductions for employee organization membership dues from employee salaries and wages.

Makes dues checkoff terms a mandatory subject of collective bargaining negotiations for both public safety bargaining units (30%+ public safety employees) and non-public safety units.

State employees who elect payroll deduction for union dues must maintain the deduction for one year or until the collective bargaining agreement expires, whichever comes first.

Employees who transfer to positions covered by different collective bargaining agreements or become management employees are exempt from the one-year deduction maintenance requirement.

Applies to collective bargaining procedures initiated on or after the effective date of the act.
