Requires the Iowa Department of Transportation to issue driver's licenses and nonoperator's identification cards that do not comply with the federal REAL ID Act of 2005 upon applicant request and fee payment.

Prohibits requiring individuals to present identification in digital form; the department must issue physical licenses and cards.

Bars the department from collecting, capturing, storing, or using biometric identifiers (including facial recognition data, iris scans, fingerprints, and voiceprints) when issuing non-REAL ID compliant identification.

Prohibits the department from retaining identity verification documents (birth certificates, social security cards, utility bills, etc.) or sharing license/ID information in any multistate, federal, or international database system.

Requires verbal and written notification to all applicants that participation in the federal REAL ID program is voluntary, and mandates annual employee training with disciplinary consequences up to termination for willful violations.
