Expands the Commission on Uniform State Laws from three governor-appointed members to three members appointed by different authorities: one by the governor, one by the speaker of the house, and one by the president of the senate after consultation with the majority leader

Reduces commissioner terms from four years to two years, with terms beginning February 1 of each odd-numbered year

Requires all commissioners to be members in good standing of the Iowa state bar

Changes reporting requirements so the commission submits expense reports to the legislative council for approval and legislative recommendations directly to the speaker of the house and president of the senate for forwarding to appropriate committees

Includes a transition provision allowing current members serving on the effective date to continue until January 31, 2027, until successors are appointed, or until they cease to hold office
