Grants the Iowa Ethics and Campaign Disclosure Board authority to conduct investigations into potential election law violations, including issuing subpoenas and administering oaths.

Establishes that violations constitute serious misdemeanors, with penalties applicable for knowingly or willfully accepting prohibited foreign national contributions.
