School district boards of directors must allow area education agency (AEA) employees who provide educational services to students access to district records related to those students to the extent necessary to maximize service effectiveness.

Record access is limited to what is necessary for the AEA employee to perform their educational services and programs for enrolled students.

When disputes arise between a school district and an AEA employee over record access, the district must grant access if directed by either the AEA's director of special education or the school district's special education director.

Creates new section 279.89 in Iowa Code governing AEA employee access to student records.
