Amends Iowa Code Section 96.11 to add a new subsection requiring the Department of Workforce Development to establish a process for unemployment benefit claims fact-finding

Claimants and employers may each submit information to the department prior to fact-finding without the other party present or participating

Department must share information provided by one party with the other party after each party's statement during the joint fact-finding interview

Either party may request to receive the other party's submitted information privately, without the other party present

Both parties must be given an opportunity to provide a rebuttal or response to the other party's information before the department makes its initial claim determination
