Establishes a competitive grant program within the Iowa Department of Education to help schools offset costs of developing and implementing cardiac emergency response plans.

Requires schools receiving grants to establish cardiac emergency response teams, place automated external defibrillators (AEDs) in unlocked accessible locations, and ensure AEDs can be placed on an individual within three minutes of cardiac arrest.

Applies to public school districts, accredited nonpublic schools, charter schools, and innovation zone schools.

Mandates ongoing training and certification for coaches, school nurses, and athletic trainers in cardiac emergency response procedures.

Requires schools to share AED type and location information with emergency medical services providers and distribute cardiac emergency response plans to all attendance centers.
