Requires licensed gambling operations to distribute at least 3% of adjusted gross receipts and 0.75% of sports wagering net receipts annually for educational, civic, public, charitable, patriotic, or religious purposes

Mandates pro rata distribution of gambling and sports wagering receipts to each Iowa county based on the proportion of contributions from that county's residents

Requires licensees to report contributor residence data to the Iowa Department of Revenue, which must calculate county distribution percentages within 60 days

Allows licensees to retain county-designated funds for up to three years if no suitable application is received; unclaimed funds after three years must be deposited in the county endowment fund

Applies to gambling games and sports wagering receipts collected beginning in fiscal year 2027
