Amends Iowa Code section 99D.7 to remove the provision allowing the State Racing and Gaming Commission to set standards for thoroughbred and quarter horse racing seasons running independently unless mutually agreed upon by owner associations and the Polk County racetrack licensee.

Creates new section 99D.7A requiring thoroughbred and quarter horse racing seasons to be conducted as separate, non-overlapping stand-alone meets, with no races for both breeds scheduled on the same calendar day.

Prohibits one breed's racing season from commencing until the other breed's season has concluded, unless a written mutual agreement is reached by the thoroughbred and quarter horse owner associations and the Polk County horse racetrack licensee.

Defines any arrangement with overlapping or concurrent racing periods for both breeds as a "mixed meet," which can only occur through mutual written agreement among the specified parties.

Includes legislative findings stating that a recent State Racing and Gaming Commission decision suggesting both breeds may race on the same day without association agreement does not comply with current law requiring independent racing seasons.
