Requires the Iowa Department of Public Safety to develop a system by December 1, 2026 to distribute unique serial numbers for home-manufactured firearms and unfinished frames/receivers

Prohibits removing, defacing, altering, or obliterating identification marks on firearms, with possession of such firearms serving as prima facie evidence of violation

Mandates that individuals who manufacture firearms must obtain and engrave a unique serial number within 30 days of completion, or 90 days after the department's system becomes operational

Requires the department to verify requesters are not prohibited from possessing firearms before issuing serial numbers, with numbers issued within 3 business days for eligible individuals

Exempts antique firearms, firearms manufactured by licensed manufacturers, and security exemplars from the serialization requirements
