Requires applicants for initial permits to acquire pistols or revolvers to demonstrate knowledge of firearm safety through approved training, effective July 1, 2026.

Exempts permit renewals from firearm safety training requirements if the initial permit was issued on or after July 1, 2026.

Prohibits transferring, loaning, or renting firearms to individuals who have not completed the required firearm safety training under Section 724.9.

Mandates that persons acquiring pistols or revolvers from federally licensed dealers without a valid permit must complete a national background check and provide proof of firearm safety training.

Adds firearm safety training completion to permit application requirements, with forms prescribed by the commissioner of public safety.
