Amends Iowa Code Section 228.1 to add definitions for "test data" and "test materials" as described in the American Psychological Association's ethical principles and code of conduct.

Prohibits disclosure of psychological test materials to any person, including the test subject, and bars their disclosure in administrative, judicial, or legislative proceedings.

Allows test subjects to request that all records associated with their psychological test be disclosed to a licensed psychologist of their choosing, with the request required in writing per Section 228.3.

Exempts test data from disclosure restrictions, permitting release of raw scores, scaled scores, patient responses, and psychologist notes generated during testing.

Requires redaction of any test materials contained within test data before the test data may be disclosed.
