Requires the Iowa Department of Agriculture to regulate commercial establishments possessing non-agricultural animals and authorizes the department to refuse authorization applications when substantial evidence indicates inadequate animal care standards.

Sets authorization fees at $75 for certificates of registration (pounds, animal shelters, research facilities) and $175 for state licenses or permits (commercial breeders, dealers, pet shops, public auctions).

Imposes reinspection fees of $150 plus round-trip mileage costs when commercial establishments violate animal care standards and require additional inspections during the same authorization period.

Mandates annual renewal of all authorizations, with each commercial establishment owned or operated by a person requiring a separate state license.
