Amends Iowa Code Section 123.5 to limit Alcoholic Beverages Commission membership so no more than two members may hold permits/licenses to manufacture or sell alcoholic beverages, or have financial interests in such businesses.

Prohibits Commission members from using their office to influence others' political views or favor particular candidates for public office, in addition to existing Chapter 68B ethics requirements.

Replaces Section 123.13 to establish new prohibitions for the Director of Revenue regarding interests in alcoholic beverage manufacturing, dealing, or related enterprises, and bars receiving commissions or profits from alcohol sales.

Prohibits Department of Revenue employees from licensing or permitting any person, business, or organization in which they have an ownership interest or control over alcoholic beverage purchasing.

Prohibits Department employees from enforcing alcoholic beverage laws against entities where they have ownership interests or positions controlling alcohol purchases.
