Establishes annual appropriation of $17.5 million from the general fund to the Technology Reinvestment Fund starting fiscal year 2027, with a one-time appropriation of $18,269,217 from the Rebuild Iowa Infrastructure Fund for fiscal year 2025-2026.

Directs the Department of Management to prioritize state information technology projects based on nine criteria including strategic alignment, return on investment, feasibility, scalability across state enterprise, and improved access to government services in rural communities.

Requires the Department of Management to provide a prioritized project list to the governor annually by January 15 for inclusion in budget recommendations to the general assembly.

Allows unspent Technology Reinvestment Fund moneys to remain available for two years beyond the original appropriation fiscal year rather than reverting, with interest earnings credited back to the fund.

Funds may be used for computer hardware/software acquisition, software development, telecommunications equipment, maintenance and lease agreements, and infrastructure replacement efforts that enhance technology infrastructure and promote innovation.
