Prohibits the department from removing, caring for, or disposing of animals maintained by commercial establishments except through the procedures established in the new Chapter 162A.

Classifies failure to meet animal care standards as a simple misdemeanor, with seized animals subject to impoundment and potential sale or destruction by humane methods including euthanasia.
