Requires the Iowa Department of Transportation to use the federal SAVE (Systematic Alien Verification for Entitlements) program to verify U.S. citizenship and immigration status of applicants who do not provide proof of citizenship when applying for or renewing a driver's license or nonoperator's identification card.

Prohibits the DOT from issuing or renewing a driver's license or nonoperator's identification card if the applicant cannot prove U.S. citizenship and the department cannot verify the person's status as lawfully present in the United States through the SAVE system.

Creates new section 321.183A in Iowa Code establishing citizenship and immigration status verification requirements for state-issued identification documents.

Allows use of any successor federal verification system if the SAVE program is replaced.
