Amends Iowa Code Section 321.20 to create an exception for nonresident vehicle owners who own real property in Iowa and primarily use the vehicle at that property

Allows qualifying nonresidents to submit a driver's license or nonoperator's identification card number from another state instead of requiring an Iowa driver's license or Iowa nonoperator's ID card

Eliminates the requirement for these property-owning nonresidents to provide primary user information (full legal name, Iowa ID number, date of birth, residence, and mailing address)

Requires nonresidents using this exception to provide reasonable proof of Iowa property ownership as part of their vehicle registration application

Directs the Department of Transportation to adopt rules establishing what constitutes acceptable proof of property ownership
