Expands the definition of "officer" to include certified law enforcement officers, firefighters, fire marshals, emergency medical technicians, paramedics, emergency medical care providers, corrections officers, detention officers, jailers, probation/parole officers, public safety telecommunicators, dispatchers, and those in training to become certified.

Redefines "informal inquiry" as a "preliminary review" of a complaint by a commanding officer or designee to determine the seriousness of allegations, requiring transition to a formal administrative investigation if findings could result in reassignment, suspension, demotion, removal, or discharge.

Refines the definition of "formal administrative investigation" to clarify it is a complaint-based investigative process that could lead to disciplinary actions including reassignment, suspension, demotion, removal, or discharge, while excluding actions based solely on probationary status.

Clarifies that an "interview" means questioning of an officer as part of a formal administrative investigation and shall be construed as a hearing, while excluding questioning related to minor infractions that would not result in significant disciplinary action.
