Removes the 10-calendar-day limit on subacute mental health care (SMHC) services, allowing longer treatment periods without requiring Department of Health and Human Services approval for extensions.

Requires subacute care facilities to develop an initial treatment plan with each resident within 24 hours of admission.

Establishes insurance prior authorization response deadlines: 48 hours for urgent requests, 5 calendar days for nonurgent requests, and 10 calendar days for complex or unique nonurgent cases.

Directs the Department of Inspections, Appeals, and Licensing (DIAL) and Department of Health and Human Services to review and eliminate administrative rules that impede establishment, expansion, or access to SMHC facilities and services.

Requires employment requirements for SMHC facility staff to be less stringent than those for state mental health institutes; takes effect immediately upon enactment.
