Creates new section 8A.311C declaring 19 types of contract provisions void as against public policy in state agency procurement contracts, including indemnification clauses violating the Iowa Constitution, blanket confidentiality terms, and binding arbitration requirements

Prohibits contract terms that require state agencies to defend or indemnify vendors, pay attorney fees in disputes, accept foreign law governance, waive jury trial rights, or pay late fees inconsistent with section 8A.514

Bars provisions imposing unknown or unilaterally changeable vendor terms, requiring litigation venues outside Iowa courts, or claiming confidentiality of pricing and payment information

Establishes mandatory contract terms under new section 8A.311D requiring all state agency vendor contracts be governed by Iowa law and litigated in Iowa state or federal courts

Voids provisions that would grant contractors ownership of intellectual property developed using federal funding or limit the state's time to bring legal claims below Iowa statutory periods
