Extends the deadline for state departments and agencies to submit proposed legislation to the Legislative Services Agency from 45 days to 60 days before each legislative session convenes

Amends Iowa Code Section 2.16, subsection 2, which governs the submission process for agency-proposed bills and joint resolutions

Maintains existing requirements that the governor's proposed legislation must be submitted by the Friday before session convening, except during the year of the governor's initial inauguration

Legislative Services Agency continues to be responsible for reviewing proposals, formatting them properly, and submitting them to presiding officers for committee referral
