Amends Iowa Code Section 2.10, subsection 1, to reduce the number of days legislators can receive per diem payments during legislative sessions.

Decreases the per diem payment cap for the first regular session from 110 calendar days to 55 calendar days.

Reduces the per diem payment cap for the second regular session from 100 calendar days to 50 calendar days.

Maintains the existing $25,000 annual salary for general assembly members and the $300 monthly allowance for district constituency expenses including postage, travel, and telephone costs.

Continues the provision that Polk County legislators receive three-fourths of the per diem amount paid to non-Polk County members.
