Expands the definition of "person responsible for the care of a child" under Iowa's child abuse laws to include employees and agents of public and nonpublic schools, making them subject to child abuse reporting and assessment requirements

Requires the Department of Health and Human Services (HHS) to report child abuse assessment results to the Board of Educational Examiners (BOEE) and to school district boards or nonpublic school authorities when an employee is found to have committed child abuse

Mandates the BOEE to deny or revoke licenses, certifications, or authorizations for individuals listed in the central child abuse registry as having committed founded child abuse, or found to have committed child abuse in another state or jurisdiction

Requires school boards and nonpublic school authorities to place employees on administrative leave and prohibit them from school property during an ongoing child abuse assessment, and to terminate employment upon receiving notice of a founded child abuse finding

Directs HHS, in consultation with the Department of Education, to adopt rules prescribing procedures for schools to handle child abuse reports, including mandatory reporting to both HHS and law enforcement when alleged abuse would constitute a criminal act
