Public school districts and accredited nonpublic schools may participate in athletic scrimmages against nonaccredited home school sports organizations in any sport, notwithstanding any rules or bylaws of athletic organizations like the Iowa High School Athletic Association.

Scrimmages require a prior written agreement between the school superintendent (or designee) and a representative of the home school sports organization, specifying date, time, location, safety protocols including concussion management, and emergency procedures.

Each party must maintain appropriate liability coverage and assumes responsibility for its own participants; neither party is liable for injuries except as provided by law or the written agreement.

Scrimmages cannot count toward win-loss records, standings, or postseason eligibility; cannot involve official scorekeeping, admission charges, or play-by-play announcements; and must follow duration and intensity limits consistent with National Federation of State High School Associations rules.

The bill takes effect July 1, 2027.
