Requires the Iowa Department of Transportation to assign a project coordinator within 30 days when utility infrastructure owners submit written requests to review highway corridors for potential transmission line placement.

Allows longitudinal transmission line installations on primary road rights-of-way, including interstate highways, unless the department determines the installation would endanger public safety or interfere with highway function.

Mandates the department share all known planned highway projects with affected utility or transmission line developers if those projects would impact transmission line placement or siting.

Requires the department to make denial reasons publicly available within 90 days if it rejects a longitudinal transmission line installation request on primary or interstate road rights-of-way.

Effective date: July 1, 2026.
