Beginning July 1, 2027, teacher preparation programs must include at least 15 practicum hours focused on serving students with disabilities and English learners, covering differentiated instruction, special education experiences, and individualized education program implementation.

Students seeking an English learner instruction endorsement must complete a minimum of 40 practicum hours, including methods of teaching English to English learners in both elementary and secondary settings.

The Iowa Department of Education must identify and distribute unified summative end-of-program assessments for each endorsement area by July 1, 2027, with minimum passing scores to determine content mastery.

Higher education institutions must report student assessment scores to the department, which will publish program-level passage rate data and department support efforts on its website beginning August 1, 2028.

The department must establish a process to routinely review and support implementation of standards for preparing teacher and administrator candidates to serve students with disabilities and English learners.
