Requires the Iowa Board of Regents to direct each regents institution (University of Iowa, Iowa State, University of Northern Iowa) to establish a tuition freeze policy for resident undergraduate students starting in 2027

Locks in tuition at the rate charged during a student's first academic year of enrollment, preventing increases throughout their undergraduate education

Limits the tuition freeze guarantee to a maximum of four consecutive academic years of undergraduate enrollment

Transfer students entering with sufficient credits to complete a degree in less than four years receive the tuition freeze only for the number of years needed to complete their program, rounded up

Amends Iowa Code Section 262.9 by adding a new subsection (43) to codify this requirement
