Requires school districts to enter into Chapter 28E agreements with community-based childcare providers upon request, allowing these providers to deliver high-quality preschool instruction as part of local programs without limiting the number of eligible students served.

Protects community-based preschool providers from state regulatory overreach by declaring that accepting preschool foundation aid does not make them state agents, and invalidates any state board rules that impose "undue burden" on these providers.

Removes the "nonsectarian" course requirement from the Senior Year Plus postsecondary enrollment program, allowing eligible high school students to take college credit courses regardless of religious content.

Eliminates restrictions in the Higher Education Loan Authority that prohibited financing property used for sectarian instruction, religious study, devotional activities, or training religious professionals.

Includes retroactive applicability provisions for certain education programs, preschool programs, and related tax provisions.
