Requires Iowa Board of Regents institutions to mandate undergraduate students complete introductory survey courses in both American history and American government (at least 3 semester hours each) as part of general education requirements, effective for students enrolling on or after July 1, 2028.

Designates civic centers at each regent university (Center for Intellectual Freedom at University of Iowa, Center for Cyclone Civics at Iowa State, Center for Civic Education at UNI) to identify qualifying courses at their respective institutions.

Mandates each civic center establish an ongoing lecture and debate series by December 31, 2026, promoting civil dialogue on issues important to the American republic.

Requires the Board of Regents to complete a review of all undergraduate general education requirements and core curricula by December 31, 2026.

Establishes annual reporting requirements for the civic centers at Iowa State and UNI, with reports due to the governor, general assembly, and Board of Regents by December 31 each year detailing achievements and challenges.
