Establishes two new categories in Iowa's public records law: "original government body" (the entity that created a record or has primary responsibility for its maintenance and confidentiality) and "secondary lawful custodian" (an entity in physical possession of a record provided by the original government body)

Allows secondary lawful custodians receiving public records requests to defer the determination of whether a record is subject to examination and copying to the original government body

Requires secondary lawful custodians who defer a request to promptly notify the requester of the deferral and identify the original government body

Provides that secondary lawful custodians are not required to independently determine whether a record is confidential or subject to disclosure, and are deemed to be acting in good faith when reasonably relying on the original government body's determination

Shields secondary lawful custodians from injunctive relief, damages, attorney fees, or costs for disclosing or failing to disclose records when they acted in reasonable reliance on the original government body's determination
