Allows individuals to carry, transport, or possess dangerous weapons in privately owned vehicles parked in publicly accessible, nonsecure parking lots operated by the state or local governments, provided the weapon remains out of sight in a locked vehicle when unoccupied.

Exempts National Guard facilities and armories from the parking lot weapons provision.

Prohibits the Iowa Department of Human Services from adopting rules that ban the lawful carrying of loaded or unloaded firearms in vehicles transporting foster children.

Removes "weapons free zone" terminology and eliminates the 1,000-foot buffer around public parks where enhanced penalties for firearm offenses previously applied, while retaining enhanced penalties for offenses within 1,000 feet of schools.

Division I regarding parking lot weapons possession takes effect immediately upon enactment; passed by the Iowa Senate on February 24, 2026.
