Requires the Department of Natural Resources and the Division of Soil Conservation and Water Quality to publish benchmark status reports for state-funded clean water projects and programs

Reports must be published on a jointly administered website and regularly updated to track progress toward water quality goals and objectives

Benchmark reports must include surface water measurements taken before, during, and after project completion to document nutrient loads, precipitation-induced runoff, and storm water discharges

Applies to any state-funded project or program that monitors surface water to establish benchmarks for clean water goals

Amends Iowa Code Chapter 466B by adding new Section 466B.12 on benchmark reporting and striking subsection 3 of Section 466B.41
