Adds 13 new controlled substances to Iowa's Schedule I, including synthetic opioids (butonitazene, flunitazene, metodesnitazene) and fentanyl analogs (beta-methylacetyl fentanyl, meta-fluorofuranyl fentanyl, ortho-chlorofentanyl, para-chlorofentanyl, para-fluoro valeryl fentanyl, tetrahydrothiophene fentanyl)

Adds dipentylone (a synthetic cathinone) and ethylphenidate (a stimulant) to Schedule I controlled substances, along with metonitazepyne and protonitazepyne

Removes three substances (paragraphs c, e, and f of subsection 9) from the current Schedule I listing

Aligns Iowa's controlled substances schedules with federal designations under Title 21 of the Code of Federal Regulations, part 1308

Violations involving these Schedule I substances may result in a Class "B" felony (25-year mandatory minimum, fines $5,000-$100,000), Class "C" felony (up to 10 years, fines $1,000-$50,000), or aggravated misdemeanor (up to 2 years, fines $855-$8,540); takes effect immediately upon enactment
