Expands the definition of "election day" to include any day when in-person voting occurs, including early voting periods under sections 53.10 and 53.11

Requires law enforcement agencies investigating elections, election officials, or election misconduct to immediately notify the state commissioner (or the governor if the state commissioner is being investigated)

Allows cancellation of voter registrations that have been designated as incomplete, pending, or unconfirmed for 90 days when the commissioner cannot contact the registrant or the registrant fails to submit required information

Modifies public measure recount procedures by allowing recounts to be conducted by the commissioner and staff rather than a three-member board with partisan designees

Adds recount threshold provisions for public measures requiring 60% approval, triggering recounts when the difference between passage and defeat is less than 1% or 50 votes
