Restricts spray irrigation equipment use for applying manure from animal feeding operations unless the manure has been properly diluted per department rules

Mandates operators contact the department by telephone prior to any emergency application and apply manure only on land pre-identified in their manure management plan

Establishes that rules must set application rates based on soil water-holding capacity to minimize groundwater and surface water pollution from runoff
