Creates the new criminal offense of "felony rental vandalism" as a class "D" felony, punishable by up to 5 years confinement and fines between $1,025 and $10,245.

Applies to tenants or occupants who commit criminal mischief causing over $1,000 in damage to a dwelling unit, or who intentionally create, introduce, or fail to prevent a pest infestation causing over $1,000 in damage.

Bars convicted individuals from receiving state supplementary assistance under Code sections 249.3 through 249.5 until full restitution is paid to the landlord or the person has served their court-imposed incarceration term.

Makes convicted individuals ineligible for Section 8 federal housing assistance (to the extent permitted by federal law) until the same restitution or incarceration requirements are met.

Exempts assistance provided solely for dependent children not involved in the violation and emergency medical assistance required to preserve life or prevent serious harm.
