Prohibits Iowa public utilities from imposing, collecting, or billing any nonusage fees or surcharges to customers, limiting utility bills to only usage charges based on actual consumption and applicable late payment charges.

Bars utilities from recovering, passing through, or charging customers for franchise fees, franchise assessments, or similar payments made to municipalities or governmental entities; such costs must be borne by the utility as a business expense.

Applies to all public utilities providing gas or electric service, as well as municipally owned waterworks, rural water districts, and cooperative water associations, regardless of customer count.

Requires the Iowa Utilities Commission to adopt rules to implement and enforce the provisions, review all existing tariffs and billing practices for compliance, and declares any inconsistent tariff or practice void.

Establishes penalties for violations including administrative penalties, refunds or bill credits to affected customers, and enforcement action by the attorney general, with each billing statement containing a prohibited fee constituting a separate violation.
