Defines "distributor" as any person other than a manufacturer engaged in wholesale distribution of prescription drugs to retail community pharmacies, including repackers, jobbers, brokers, and warehouses

Defines "manufacturer" using the federal Social Security Act definition under section 1927(k)(5)

Prohibits manufacturers and distributors from directly or indirectly denying, restricting, or interfering with a covered entity's acquisition of 340B drugs or delivery to contract pharmacies

Exception applies only when the U.S. Department of Health and Human Services prohibits such purchase or receipt
