Requires community colleges, Board of Regents institutions, and public school districts to submit annual reports by September 1 identifying all antisemitism complaints or incidents from the prior academic year, including investigation findings and outcomes.

State Board of Education must compile these reports and submit a consolidated report to the General Assembly and Governor by October 1 each year.

Mandates that community colleges and Regents institutions prohibit antisemitism and treat antisemitic harassment or discrimination the same as other forms of discrimination prohibited by federal or state law.

Requires institutions to integrate antisemitism policies into codes of conduct for students, faculty, and employees, including provisions addressing violations of Title VI of the Civil Rights Act of 1964.

Defines "antisemitism" by reference to Iowa Code section 216F.1 and requires the Board of Regents to conduct annual policy reviews related to antisemitic actions and speech.
