Adds shellfish to the definition of "animal" in Iowa Code section 459.102, subjecting shellfish operations to animal feeding operation (AFO) regulations administered by the Department of Natural Resources.

Establishes two weight-based animal unit equivalency factors for shellfish: 0.001 animal units for shellfish weighing 25 grams or more, and 0.00006 animal units for shellfish weighing less than 25 grams.

Allows operators who exclusively confine fish or shellfish in confinement feeding operations to elect compliance with general water quality permitting requirements under section 455B.183 instead of the standard AFO permitting requirements.

Applies existing AFO regulatory framework to shellfish operations, including air and water quality standards, separation distance requirements, construction permits, and manure/effluent management plans.
