Allocates 50% of plate fees to the Natural Resource Commission for shooting sports development grants to create or improve shooting ranges, with priority given to facilities that allow school shooting sports teams.

Allocates the remaining 50% to the Department of Homeland Security and Emergency Management for grants to school districts for school infrastructure improvements.
