Requires employers (governing bodies, county boards of supervisors, city councils) to continue health insurance coverage for surviving spouses and children of firefighters and peace officers killed in the line of duty, with the employer paying the full premium.

Extends coverage eligibility to families of firefighters whose line-of-duty death benefit is "reasonably expected to be payable" while the determination is pending.

Creates new Section 509A.13F establishing health insurance coverage for firefighters and peace officers receiving accidental disability benefits due to work-related physical disability or injury.

Defines "eligible peace officer or fire fighter" to include those entitled to line-of-duty death benefits under Iowa Code sections 97A.6(16), 97B.52(2), or 411.6(15).

Excludes coverage continuation if the surviving spouse or child substantially contributed to the death of the eligible officer or firefighter through their own actions.
