Amends Iowa Code Section 4.1, subsection 20 to expand the statutory definition of "person" to include an individual organism of the species homo sapiens at any stage of development from fertilization until natural death.

Retains the existing definition of "person" which includes individuals, corporations, limited liability companies, government entities, business trusts, estates, partnerships, associations, and other legal entities.

Specifies that the expanded definition applies whenever the term "person" is used or implied by construction or context in Iowa statutes.

Explicitly prohibits judicial review of this statutory construction provision.
