Requires the Iowa Board of Regents to use a presidential selection committee when electing presidents of state universities, changing this from optional to mandatory

Presidential selection committees must consist of five voting members, all of whom must be Board of Regents members

Committees must also include four nonvoting members: a student enrolled at the institution, a faculty senate member, another institutional employee, and one person who is either a graduate, foundation member, or member of the public

Candidate identities remain confidential under open records law unless all voting committee members agree to public disclosure

The Board of Regents may only elect a president from candidates recommended by the selection committee
