Establishes a Seal of Civics Excellence program administered by the Iowa Department of Education to recognize high school graduates who demonstrate proficiency in civics

Requires the department to determine minimum requirements for obtaining the seal, including knowledge of American government and participation in civic and community activities

The civics seal may be affixed to a student's diploma and noted on their transcript, and may take the form of a sticker or certificate

Participation in the program by school districts and accredited nonpublic schools is voluntary; participating schools must report qualifying students' names to the department

The department may charge a nominal fee to cover printing and postal charges related to seal issuance
