Repeals the ability of property owners to file written protests against proposed zoning district changes that would require a three-fourths supermajority council vote for approval.

Under current law being repealed, protests signed by owners of 20% or more of lots in a proposed change area, or 20% of property within 200 feet of the boundaries, trigger the supermajority requirement.

Authorizes city councils to impose additional conditions on property owners as part of zoning district changes or site development plan approvals, beyond existing regulations.

Requires any additional conditions imposed by councils to be agreed to in writing by the property owner before the public hearing and must be reasonable and address public needs directly caused by the requested change.

Amends Iowa Code sections 414.4 and 657.9, and repeals section 414.5.
