Directs the Iowa Department of Management to sell the Iowa Communications Network as soon as feasible, with authority to use sole source contracting for brokerage, financial, and legal services to facilitate the transaction

Sale must include terms allowing existing authorized users to continue receiving contracted services on commercially reasonable terms for at least 10 years

Requires quarterly status reports to the Legislative Services Agency beginning October 1, 2026, plus a final report outlining the proposed sale at least 10 days before completion

Eliminates restrictions on the Iowa Telecommunications and Technology Commission regarding reselling services and leasing agreements with private and public agencies, effective July 1, 2027

Sale proceeds deposited into the state general fund; sale authorization takes effect immediately upon enactment
