Establishes automatic continuing appropriations when the Iowa General Assembly fails to pass and present budget bills to the governor by July 1 of a fiscal year.

Appropriates funds equal to the prior fiscal year's amounts for all line item appropriations, standing limited appropriations, and standing unlimited appropriations otherwise limited by law, including federal and nonstate funds.

Requires the Department of Management, in consultation with the Legislative Services Agency, to determine prior year appropriation amounts and identify recipient entities.

Maintains the same powers, duties, limitations, reporting requirements, allocation amounts, and nonreversion provisions that applied to appropriations in the immediately preceding fiscal year.

Ceases to apply once the General Assembly passes and presents appropriation bills to the governor for that fiscal year.
