Policy must cover situations where affected persons cannot obtain insurance or face increased insurance costs due to the pipeline's presence or construction

Pipeline owners must either purchase insurance on behalf of or reimburse any person who experiences increased insurance premiums or inability to obtain insurance due to the pipeline
